Fiesta Fund in Mangaldan Found, Abalos Administration blamed

MANGALDAN – The six months old administration of former mayor Berex Abalos was blamed by one of the members of the fiesta committee for the hassles it gives on the whereabouts of the almost a million of pesos solicited fund for the town fiesta here in April 2013.
The member, who asked anonymity, added that after the April event then Mayor Abalos and members of the executive committee should have called a meeting to account for the monies that were solicited by the members of the committee.
“Ang talagang kulang is post fiesta evaluation. Nag meeting dapat kaagad kaso April mag i-election na. E di hindi na maharap-harap. After ng May natalo si Berex. Several meetings kami nag attempt finalized financial report para maayos na sana”.
The source said the whereabouts of the monies donated by SM-Rosales worth P100,000, Vice Governor Ferdinand Calimlim worth P40,000, a bank worth P10,000 and others that run up to P700 thousand have been accounted in meeting held in November 22 in the municipal hall here attended by Mayor Bonafe de Vera-Parayno and this town’s officials.
“Naayos naman ang mga donations naibalik na up to the last centavo”.
She said these concerned individuals have already accounted the 2013 income that reached more than P2 million after they help identified those payable of the fiesta.
The source said the budget for the 2013 fiesta ballooned up to more than P2 million because the Romero Administration funded the ambitious Pindang (Tapa or dried meat) Festival.
“Ang usapan is subsidized na rin ng municipio kasi iyong Pindang Festival first time launching sa SM (in Rosales, Pangasinan ) and in this town. Unlike in the past iyong town fiesta was more on the selection of Mr. & Mrs. Mangaldan. Iyon lang iyong last time iyon nga may launching tayo ng first Pindang Festival”.
She explained that because of the Tapa Festival there were expenses that have not preempted when the committee was created.
The source said the fund the committee got from the raffle draw contest was P1.8 million and the rest came from the treasury of this town.
She said Romero’s overall fiesta coordinator Constantine Vispera has been cleared already of any accountability.
“After the fiesta ng April wala na siya meron kasi siyang trabaho. Hiniram o pinakiusapan lang siya. Wala na kami habol sa kanya. Cleared na siya”.
The source elaborated that receipts under the custody of Viray, a certain Ricky and Ivy have been turned over to the mayor’s office.
In September this year Mayor Parayno was elected by the officials of this town and non-government organizations as the chair of the executive committee of the April 2014 town fiesta.
The source said she does not know if the Pindang Festival can be emulated again in the coming celebration.
The other elected officers of the Executive Committee for the 2014 even were Councilor Freddie Soriano, Dr. Jose Soriano, Dr. Rosalino Agpalo, Vice Chairmen; Juan Garcia, Treasurer; Fatima Rose Perez, Secretary; Ben Tamondong, Jupiter Petilla, Auditor; Minerva Serafica, Julieta Petonio, Public Relation Officer; Bienvinedo Butch Biagtan, Ophelia Rivera, Business Manager.
