Mayor Bona lauded governor, World Bank for P22M roads

MANGALDAN – The mayor of this town hailed Pangasinan Governor Amado T. Espino who endorsed favorably her request for a P21,600,000 World Bank  (WB) grant for the construction of an almost three kilometers of concrete farm-to-market road in the exterior parts of the town.

Grant is a sum of money given by a government or other organization for free for a particular purpose.

“First letter na nag-request ako ng ganitong project kay governor, in one week time inaprobahan na niya. So the World Bank nagbigay sa provincial government ng project. Wala tayong babayaran dito,” she stressed during the meeting recently with her department heads.

Mayor Parayno said the grant with a counterpart fund of 10% shouldered by the provincial government will bankroll the construction of the two farm-to-market roads in Barangays (villages) Anolid and Alitaya (1.7 kilometer) and Lanas (1 kilometer).

Municipal Engineer Minnie C. Serote-Casipit said the WB program will cover the concreting of the slope protection and drainage of the 2.7 kilometer road.

The concrete road is eight inches thick and five meter in width.

“When we submitted the locations for the grant, we submit the Anolid-Alitaya road that has already been re-gravelled”.

The roads in the three villages, according to Casipit, have been submitted for concreting to the national and provincial offices since the first term of the late the mayor Herminio Romero but the concerned offices did not act on them until the WB grant.

Municipal Agriculturist Robert Tamondong said WB requires that before it funds the project the Sanggunian Bayan (town council) passed a resolution endorsing it before the Parayno administration send the resolution together with all the other pertinent documents to the provincial agriculture office.

The agriculture office then sends it to the Department of Agriculture that will endorse it to the WB.

Engineer Casipit said that when she conveyed the urgent request of the mayor to Vice Mayor Manuel Casupang last October 16 the latter told her the town council will approve the P21 million grant in a session on October 21.
